It all starts with a conversation, during that conversation I will asses if your a good fit for my ppc consultancy service and you will find out if i'm a good fit for your business. 

Do I need a PPC agency or a Pay Per Click consultant ?

A pay per click agency and consultant in do the same job but with that said an agency is better equipped to scale as they will / may have more than one paid ads person on staff so if your spending more 100k a month on google or bing it may be wise to look at a PPC agency if your budget is slightly more modest then a ppc consultant can work out more cost effective. Agencies have offices and larger overheads then a stand alone specialist. 

How long does it take for a PPC campaign to work ?

A PPC campaign will start getting traffic as soon as the ads are approved and running in the search engines the quality of that traffic will improve over time as more data is gathered the first 3 months of any campaign will be focused on gathering data and optimising the keywords, ads and landing pages I would suggest that if you want your ads and any other traffic you get to your website to convert better you look at a CRO (conversion rate optimisation ) campaign.
